First version: a named, focusable scroll region, a reading bar, a bottom fade, a checkbox locked until the end with an announcement, a version line and a full-text link, and the consent-block-max-height token.
items: one checkbox per purpose; each item carries its document, version and mustRead. value, onValueChange, onOpenDocument, readIds; the ui.consent-block.version and read-first strings.

The single-consent form (title, children, checked) is deprecated; it warns in development.
