Added

• First version: Meter, built on Base UI Meter, with role="meter".
• label, labelHidden, value, min, max, format, showValue, valueText, description.
• size (sm 4 px, md 8 px) and tone (auto, brand, neutral, success, warning, danger). auto follows the HTML <meter> regions through low, high and optimum and adds a word to the value text.
• The fill grows and changes with motion.progress; it starts from the right edge in right-to-left languages; it never loops.
• Tokens: meter-height-sm, meter-height-md, meter-radius. Strings: ui.locale, ui.meter.*.
