Sets the language, text direction and motion preference for everything inside it, without changing layout.

Added

First release: language, direction and motion preference through one display: contents <div>.
locale (tr-TR default, en-GB): the language of the library strings and lang.
direction (ltr default, rtl): dir and the Base UI DirectionProvider.
reducedMotion (system default, reduce): data-motion="reduce" and useReducedMotion(); a nested Provider cannot turn motion back on.
data-component="provider" attribute.
material prop and the useMaterial hook.
