Tabs with an animated indicator that switch between panels of the same context.

Added

First version: Tabs, TabList, Tab, TabPanel on Base UI Tabs.
variant (line, contained), size (sm, md), orientation, activation (automatic, manual).
An indicator that follows the selected tab on the spring.productive-base spring; the panel fades in.
icon and a badge read as part of the name on Tab; a required label on TabList.
New component tokens: tab-height-*, tab-padding-inline-*, tab-radius, tab-indicator-thickness.
Glass material: under a glass Provider this surface turns glass; material="solid" keeps it solid.

Changed

The default size is md (36 px); sm is 32 px.
The contained track is on the layer fill (surface-layer-2); the line indicator is in the primary colour.
On a coarse pointer (touch), an md tab is 44 px tall.
